Benue State Enforces Strict New Waterway Rules Following Deadly Boat Capsize

In response to a fatal accident that claimed six lives, the Benue State Government has announced a major crackdown on river safety, introducing mandatory life jackets and new operating curfews for boat operators.
The stringent measures follow the capsizing of a boat on the Buruku River last week. The vessel, carrying students from the Gbeji community back to school in Gboko, tragically sank, resulting in the drowning of six individuals. The incident has highlighted chronic safety issues on the state’s waterways, which are a primary transport link for several local government areas.
Core Safety Protocols
The new protocols, unveiled by the Special Adviser to the Governor on Security, Joseph Har, establish three non-negotiable rules:
1. Mandatory Life Jackets: All passengers and operators must wear life jackets. Full enforcement begins February 1, 2026, to allow time for procurement.
2. Ban on Overloading: Operators are prohibited from carrying more than one vehicle per trip.
3. Strict Curfew: All water transport must cease operations by 8:00 p.m. daily.
Enforcement and Challenges
To ensure compliance, a joint enforcement team will be formed, including the DSS, Police, National Inland Waterways Authority (NIWA), and the state’s Civil Protection Guards. Authorities revealed that previous safety efforts were sabotaged, as life jackets donated in the past were vandalized by former union executives. The government has now appealed for new donations from the public and local government.
Local Reception and Goal
Local marine union leaders have expressed support for the government-led initiative, stating that community-level safety efforts had previously failed due to a lack of formal enforcement power. Officials stated these measures are crucial for restoring public confidence in the essential ferry services, especially while a permanent bridge in the area is under construction.
