Bwari Area Council Presents N30.6 Billion 2026 Budget for Legislative Approval

The Chairman of Bwari Area Council in the Federal Capital Territory, Mr John Gabaya, has presented a N30.6 billion appropriation bill for the 2026 fiscal year to the council’s legislature for consideration.

Tagged the budget of “Consolidating Developmental Gains and Strengthening Service Delivery for Sustainable Growth,” the proposal allocates N22.9 billion to capital expenditure and N7.6 billion to recurrent expenditure.

Speaking at the presentation, Gabaya described the budget as especially significant, noting it would be the final appropriation proposal of his administration, which is set to conclude in June 2026.

He said the budget was designed primarily to complete ongoing projects initiated in 2025, while also ensuring a smooth transition for the incoming administration.

According to the chairman, the budget underscores his administration’s commitment to strengthening service delivery across all sectors and boosting the council’s Internally Generated Revenue.

He added that the proposal was crafted to promote transparency and accountability, enhance the socio-economic welfare of residents, and establish a solid foundation for continued development beyond his tenure.

Gabaya acknowledged that the budget was developed amid prevailing economic realities, including fluctuating national revenue, inflationary pressures, and rising demand for social infrastructure and public services.

Despite these challenges, he assured that his administration remained focused on prioritising programmes and projects with direct impact on residents across Bwari communities.

He also highlighted key achievements of his administration over the past year, including the successful implementation of the new minimum wage for council staff, significant payment of outstanding pension deductions, and effective management of the payroll system.

In his response, the Speaker of the council, Mr Dogara Ahmed, commended Gabaya’s leadership, noting that infrastructural development under his tenure had boosted economic and social activities in the area.

Ahmed expressed optimism that improved allocations, IGR, and other revenue sources would support the full implementation of the budget.

“A well-crafted budget is not an end in itself, but rather in its implementation,” he said, pledging that the legislature would diligently scrutinise the bill and pass it in good time to facilitate early implementation.
