Congolese football chief jailed for life over embezzlement of FIFA COVID-19 funds

The President of the Congolese Football Federation, Jean-Guy Blaise Mayolas, has been sentenced to life imprisonment after a court found him guilty of multiple financial crimes linked to the misuse of funds provided by FIFA during the COVID-19 pandemic.
Mayolas, who headed the Congolese Football Federation (FECOFOOT), was convicted on charges including money laundering, forgery, illegal conflict of interest, and embezzlement. The charges followed an investigation into the handling of international football development funds.
According to court findings, the former football chief diverted portions of financial support that had been allocated by FIFA as part of a global relief package. The package was designed to help national football associations remain operational during the pandemic.
The funds were intended to sustain football activities and support development projects across the country at a time when the sport, like many other sectors, was severely disrupted by the health crisis.
Investigators revealed that instead of being used for their intended purposes, parts of the funds were allegedly redirected for personal use and other unauthorised expenditures.
The court heard that several key football development initiatives were affected by the diversion of the money. Among the stalled projects were programmes designed to promote women’s football and the construction of a national training centre meant to strengthen player development and sports infrastructure in the country.
The conviction and life sentence handed to Mayolas represent one of the most severe penalties imposed on a football administrator in the region in recent years.
The ruling has also renewed concerns about financial transparency, governance, and accountability within football administration across Africa and beyond, particularly in relation to the management of international development funds.
