NBA Faults Police Promotions, Threatens Contempt Over Tinted Glass Policy
The Nigerian Bar Association has raised concerns over alleged irregular promotions within the Nigeria Police Force under Inspector-General Kayode Egbetokun, warning that appointments must be strictly merit-based and transparent.
The resolution was part of a communiqué issued at the end of the NBA’s National Executive Council quarterly meeting held on February 5, 2026, in Maiduguri.
Court Orders Must Be Obeyed
The association also threw its weight behind citizens affected by the police enforcement of the motor vehicle tinted glass permit policy, which it has already challenged before the Federal High Court in Abuja.
NEC noted that while engagement with the IGP led to a suspension of enforcement pending the determination of the suit, it would not tolerate any defiance of judicial directives.
It directed all NBA branches and its Human Rights Committee to provide legal support to affected citizens and resolved to initiate committal proceedings against any police officer who disobeys court orders.
“Judicial orders are binding. Any executive action in defiance thereof undermines the rule of law,” the communiqué read.
Counter-Terrorism Bill Under Scrutiny
On legislative reforms, NEC expressed reservations over a proposed bill seeking to redefine terrorism by removing ideological motives and expanding mandatory death penalties to kidnapping-related offences.
The Council warned that mandatory death sentences for ancillary offences violate principles of proportionality and urged lawmakers to adopt discretionary sentencing instead.
It also called for clear statutory defences and harmonisation of federal and state criminal laws to avoid duplication.
The NBA offered technical assistance to the National Assembly in refining the bill, stressing that security reforms must not come at the expense of fundamental rights.
Merit-Based Promotions Critical
Beyond the tinted glass policy, NEC condemned what it described as biased promotion practices within the Nigeria Police, insisting that due process must be followed to maintain professionalism and public trust.
Signed by NBA President Mazi Afam Osigwe, SAN, and General Secretary Dr. Mobolaji Ojibara, the communiqué reaffirmed the Bar’s commitment to constitutional governance and accountability.
