Nineteen Oil Exploration Licences Set to Reach Expiry Dates in 2026

At least 19 oil exploration licences in Nigeria’s upstream petroleum sector are scheduled to reach their stated expiry dates before the end of 2026, according to the latest industry concession data.
The affected licences include several Petroleum Prospecting Licences (PPLs) and Oil Prospecting Licences (OPLs) spread across onshore, offshore and continental shelf assets. Some of the licences are linked to oil fields located in the Niger Delta and other hydrocarbon-rich regions of the country.
The development comes as authorities intensify efforts to attract new investment into the oil and gas industry, boost crude oil production and encourage the development of existing assets.
Industry records show that while a number of licences are approaching the end of their current tenure, some may still qualify for renewal, conversion or tenure extension under existing regulatory provisions. Several concessions are already undergoing conversion processes, while others are being considered for possible extensions.
The situation highlights the ongoing transition within Nigeria’s upstream sector, where older licences are nearing expiration even as new exploration licences continue to be awarded to investors.
Energy experts say licence renewals are often tied to the level of exploration and development work carried out by operators during the validity period. Companies seeking extensions are generally required to meet regulatory conditions and demonstrate progress on their assets.
The Federal Government has repeatedly stressed its commitment to enforcing policies aimed at preventing oil blocks from remaining dormant. Regulators have also warned operators that licences may be withdrawn if development obligations are not fulfilled within the stipulated timeframe.
As the expiry dates draw closer, attention is expected to focus on whether the affected licences will be renewed, converted, extended or returned to the government under the prevailing regulatory framework. The outcome could influence future investment decisions and the pace of exploration activities across the sector.
