Oyo Govt Transitioning New Civil Servants to Contributory Pension Scheme

The Oyo State Government has defended its implementation of the newly approved Contributory Pension Scheme (CPS), clarifying that the transition is designed to establish a more sustainable, transparent, and predictable retirement framework for civil servants. The policy will formally commence on July 1, 2026, and will apply to all personnel recruited into the state’s public service from January 1, 2025, onward.

Addressing anxieties raised by the state workforce, the Commissioner for Information, Dotun Oyelade, explained that enrolling newly recruited workers first aligns with guidelines from the National Pension Commission (PenCom). This strategy allows newer employees to accumulate substantial savings across their careers, which often span up to three decades before retirement.

Oyelade emphasized that the CPS serves as a necessary, sustainable alternative to the older Defined Benefit Scheme, a system that many states have struggled to maintain due to accumulating liabilities. While Oyo State has cleared its pension obligations up to 2021, other regional governments remain burdened with unpaid arrears dating as far back as 2011.

The state government strongly dismissed allegations that the policy represents an attempt to abdicate its financial responsibilities to third-party Pension Fund Administrators. Officials assured workers that the state remains fully legally obligated to remit its statutory employer contributions.

To ensure absolute transparency, the legal framework requires all pension deductions to be deposited into individual Retirement Savings Accounts (RSAs) within seven days of salary payments. Because employees retain direct access to their RSAs, they can independently track and verify these transactions in real time.

Addressing concerns regarding potential defaults by future political administrations, the government noted that the CPS is rigorously protected by federal law and overseen by PenCom. This institutionalized regulatory framework ensures accountability and operational continuity that extends well beyond the tenure of any specific administration.

Government representatives reiterated that the welfare of civil servants remains a core priority, pointing to a long-standing track record of prompt monthly salary payments over the years as a demonstration of public trust.
