Rivers Lawmakers Remain at Residential Quarters Months After Assembly Complex Completion

Despite the completion of the reconstructed Rivers State House of Assembly complex on Moscow Road, members of the state legislature continue to conduct plenary sessions and legislative duties at their residential quarters along Aba Road in Port Harcourt.

The modernized complex, constructed by contractors Julius Berger and MCC, was expected to host legislative proceedings following an announcement by Governor Siminalayi Fubara during a project inspection in late 2025. At the time, the governor expressed confidence that the main chambers would be ready for use by December 2025, enabling the presentation of the 2026 Appropriation Bill at the permanent site.

However, the Martin Amaewhule-led Assembly subsequently resolved to continue sitting at its residential quarters, citing Section 101 of the Constitution, which empowers the House to regulate its internal procedures. During that sitting, the House also recorded the defection of 17 members to the All Progressives Congress.

Nine months after the projected completion date, plenary activities remain centered at the residential facility. Notably, Governor Fubara presented the N1.854tn 2026 budget proposal to the lawmakers at the residential quarters on July 10, 2026.

Senior government sources confirmed that the Moscow Road facility is fully completed and operational, noting that an official inauguration could take place as administrative schedules progress.

Civic groups and political stakeholders in the state have called on the lawmakers to relocate to the primary legislative complex. Representatives from the Civil Liberties Organisation and local youth initiatives noted that operating out of residential quarters restricts public access and citizen engagement, urging the legislature to return to its hallowed chambers to ensure transparency and institutional stability.
