Federal Government Boosts Waterway Safety with Boat Driver Training Programme

The Federal Ministry of Marine and Blue Economy, in collaboration with the National Inland Waterways Authority (NIWA), has concluded a three-day boat navigation and safety training for 75 boat drivers and skippers. The programme aimed to improve safety and professionalism on Nigeria’s inland waterways.

The training, held from December 22 to 24, 2025, equipped participants with practical knowledge and operational competence required for the issuance of the Certificate in Safe Boating and Navigation. Participants were drawn from major boating associations, including the Maritime Workers Union of Nigeria, the Association of Tourist Boat Operators and Water Transporters of Nigeria, and the Waterfront Boat Owners and Transporters Association of Nigeria.

Boat operators from Lagos, Ogun, and Ondo states took part in the programme. Timothy Clement, a representative of the Marine Department at NIWA’s Lagos Area Office, described the training as a significant intervention aimed at reducing accidents on inland waterways.

“Many previous boat mishaps were caused by limited technical knowledge and insufficient experience among operators. Sustained capacity-building would help address the challenge,” Clement said. He highlighted ongoing safety measures being implemented by NIWA, including wreck removal, continuous sensitisation of boat operators, and awareness campaigns.

Lead trainer Dr Sileola Akinbowale rated the programme 90% successful, combining classroom sessions with practical exercises on the water. “It was an all-inclusive training, not just theory,” she said, assuring the initiative would be sustained.

Participants expressed satisfaction, describing the training as timely and impactful. Wasiu Olalekan, a Lagos-based boat operator, said, “With this training, we now know how to handle distress situations on the waterways.” Biobaku John from Ondo State gained critical safety and emergency response skills, while Pami Ronald from Ogun State learned about safety procedures, first aid, and engine maintenance.

The programme aligns with efforts by the Ministry and NIWA to improve safety standards, professionalism, and confidence among inland waterway operators. NIWA has implemented initiatives like the Inland Waterways Transportation Code, banned commercial loading at unauthorised jetties, and expanded safety enforcement assets.

These measures aim to reduce accidents and boost safety on Nigeria’s waterways, reflecting the government’s commitment to enhancing the sector’s professionalism and safety standards.
