FG Introduces Mandatory Certification for Civil Service HR Personnel
The Federal Government has rolled out new professional requirements for human resource officers in the civil service, making recognised certification compulsory within a one-year window.
A circular from the Office of the Head of the Civil Service of the Federation, referenced HCSF/3065/Vol.1/230 and dated 14 May 2026, directs all officers handling HR functions in ministries, departments and agencies to obtain approved professional certifications within 12 months. The move is part of a broader push to enhance competence, ethical standards and service delivery across the federal public service.
The policy grants formal recognition to certifications issued by the Chartered Institute of Personnel Management of Nigeria, as well as selected internationally recognised HR bodies. It reinforces CIPM’s statutory role as the primary regulator of human resource practice in the country.
Once the transition period expires, only officers who meet the certification requirement will be eligible for deployment into designated HR positions.
President and Chairman of the Governing Council of CIPM, Ahmed Gobir, welcomed the directive as a major step towards professionalising HR practice in the public sector.
“This circular is a landmark policy directive that aligns Nigeria’s public service with global best practices in human resource management,” Gobir said in a statement on Tuesday. “Professional certification and ethical compliance are non-negotiable requirements for effective people management.”
He stressed that CIPM remains the sole institute with the legal mandate to set standards, certify practitioners and enforce discipline in HR practice across Nigeria, even where international certifications are acknowledged.
The reform is expected to reshape HR staffing across federal institutions as ministries, departments and agencies adjust to the new compliance framework. Government officials say it is designed to promote meritocracy, strengthen accountability and ensure workforce management is handled by properly trained professionals.
The policy forms part of wider civil service reforms aimed at modernising public administration and aligning Nigeria’s practices with international benchmarks.
