FG Publishes Names of 48 Terrorism Financiers, Including Tukur Mamu, Simon Ekpa

The Federal Government has added negotiator Tukur Mamu, alongside 47 other individuals and entities, to its sanctions register over alleged terrorism financing.

According to an updated list published on the sanctions committee’s website on Saturday, the government accused Mamu of receiving and delivering over $200,000 in ransom payments to ISWAP terrorists for the release of hostages from the Abuja-Kaduna train attack.

Among those named is Abdulsamat Ohida, described as a senior commander of the Islamic State of West Africa Province (ISWAP) in Okene. Authorities linked him to the June 2022 attack on St. Francis Catholic Church in Owo, Ondo State, and the July 2022 assault on the Kuje Correctional Centre in Abuja.

Also listed is Mohammed Sani, a member of the Al-Qaeda-linked Ansarul Muslimina Fi Biladissudam (ANSARU). The government said he specialised in designing communication codes and improvised explosive devices, and escaped during the Kuje prison break.

Other individuals named include Abdurrahman Abdurrahman, another senior ISWAP commander in Okene; Fatima Ishaq, alleged financial courier for ISWAP Okene; Yusuf Ghazali, accused of transferring N60 million to convicted individuals; and Usama Muhammad, said to have received N57 million in Zamfara State.

The list also features Simon Ekpa, Godstime Iyare, Francis Mmaduabuchi, and several others previously designated in May 2025.

Entities listed include Jama’atu Wal-Jihad, Ansarul Sudan, ISWAP, the Indigenous People of Biafra (IPOB), Yan Group, and Yan Group NLBDG.
