Scores Feared Killed in Boko Haram, ISWAP Clash

About 70 combatants and commanders were killed in a clash between Boko Haram and its rival terrorist group, ISWAP on Saturday.

Sources told The PUNCH that the in-fighting between the two terrorist rival groups worsened in recent times with a fresh flow of arms and combatants from the Sahel ISIS to join ISWAP in the Chad Basin to restrengthen control of the region by the terrorists.

With this development, both terrorist groups, according to reliable sources, have increased their torments on the Niger Republic section of the Lake Chad Basin, forcing numbers of Nigeria refugees in the neighbouring Francophone country to seep back home, leading to the gradual overcrowding of the IDPs camp at Damasak, Mobbar LGA of Borno State.

All along, each of the two rival groups not only wants to eliminate the other from the region but also confront the Multi-National Joint Task Force in a bid to establish firm control of the Chad Basin.

Sources said it was a retaliatory attack by ISWAP to exact vengeance on Boko Haram over the massive killing of ISWAP fighters by the Buduma factions that had seized most of their hideouts.

According to a Chad Basin security and counter-insurgency expert, Zagazola Makama,  six boats belonging to the Bakura Buduma faction and four JAS elements boats, all full of fighters were destroyed.

Although sources said the casualties on both sides could be more than 60, other sources confirmed they could be in the region of 70, or more as the fighting continued.

The incessant ISWAP-Boko Haram clashes portray a three-pronged terror with the MNJTF on one hand and the two rival groups.

Missing N43bn Revenue: Reps Threaten To Issue Arrest Warrant on NAMA, MD

The House of Representatives on Wednesday threatened to issue a warrant of arrest against the Managing Director of Nigerian Airspace Management Agency (NAMA), Mohammed Odunowo, next Monday, over missing N43 billion revenue accruing from sales of both local and international air tickets between 2021 and 2022.

Chairman, House Committee on Finance, Hon. Abiodun James Faleke, issued the threat notice during the resumed hearing in Abuja, frowned at the level of disrespect for the Parliament.

Worried by the NAMA helmsman’s refusal to honour the two invitations sent to him by the Committee, Faleke said: “When we did the calculation, I recall that we recorded about N43 billion deficit. And of course, NCAA said they do not agree with the number provided by FAAN. The data whatever, that it couldn’t have been up to that

And FAAN said that this was not generated by them but generated by NAMA. And there’s a record – the ADR 16 that generates that. So, we asked them to come back with NAMA and with specific data from that ADR 16.

“And today, we have NCAA before us. Unfortunately NAMA is not here. I don’t know why, this is the second time, the next time we are going to issue a warrant of arrest on NAMA. If he fails to appear before us on Monday, we will issue warrant of arrest on NAMA boss,” he ruled.

After grilling the NCAA delegation, the Committee asked the Central Bank of Nigeria (CBN) and the Accountant General of the Federation to provide details of all the accounts being operated by Nigerian Airspace Management Agency (NAMA).

While frowning at the Agency’s failure to provide the data from the ADR 16, the lawmakers emphasised the need for NCAA to provide relevant documents showing detailed reports of total passengers carried by all the airlines on monthly basis, how passengers carried to various destinations, ticket fees charged per airline and 5 percent of the charges.

The lawmakers also demanded for bank accounts of the five agencies that are involved in sharing of the 5 percent of the total revenue generated from air tickets was remitted to and the distribution pattern of that total sum as well as evidence of the distribution.

Worried by the inconsistency of the NCAA delegation’s explanation on the billable and non-billable airline operations, scheduled and non-scheduled aircraft operations as well as the chartered flights, the lawmakers underscored the need for relevant data to justify their claims.

While scrutinizing the NCAA’s presentation, Hon. Faleke frowned at the discrepancy between the total of 15,518,978 domestic passengers were recorded while 3,791,985 international passengers were recorded in 2018, as well as the number of billable departed passengers.

Worried by the lackadaisical attitude of NCAA towards due diligence, Hon. Faleke said: “The next time you appear here, we will not hesitate to take action that will affect your seat.”

He alleged that officials of the regulatory agency “are hiding the money, that’s why you refused to provide the data.

“You people have always reported negative balance. I’ve done so much research on all of you. We said we are looking for N43 billion, so bring the data but you refused.

“If you’re not ready to give us the documents, we will compel you to do it. And if you refuse you will not be in that office and somebody will produce it,” he vowed.

While responding, the NCAA delegation led by Captain Ibrahim Dambazau and Abubakar Dachi as well as the Director of Operations, said the ADR 16 is the only authentic document recommended globally for documents of aircrafts.

He added that operations of operators will be assigned with code and time of schedule for the aircraft.

According to the NCAA, the private chartered aircraft do not sell tickets hence those passengers are not charged.

In the bid to track the missing fund, Hon. Faleke harped on the need for all the beneficiaries of the 5 percent including, NAMA, NCAA, NCAT, NSIB, NiMET  to give account of their stewardship.

To this end, the Committee resolved that all the stakeholders should appear on the 14th December with all the records requested for.

MC Oluomo Reelected NURTW Chairman In Lagos State

The Lagos chairman of the National Union of Road Transport Workers (NURTW), Musiliu Akinsanya, popularly known as MC Oluomo, has been re-elected for a second term in office.

Akinsanya was reelected unopposed on Thursday at the 10th Quadrennial State Delegates Conference held at the state union secretariat in Agege, Lagos State.

Speaking, MC Oluomo appreciated the state governor, Babajide Sanwo-Olu for standing by him during his crisis.

MC Oluomo vowed to continue his reform policies that have transformed the union’s activities in the state for the better.

Also speaking, the acting national president of the union, Alhaji Ore, hailed Akinsanya’s reelection and that of other executive members.

He said: “Those who will emerge victorious from this election must serve in such a way that demonstrates exemplary leadership, capacity, and sacrifice. Both the leadership and followership must strive through a collaborative effort to turn the union’s fortune for the better.

“Those elected must carry others along. I, therefore, urge you all to, within your limitations, try as much as possible to run an open administration that will be devoid of victimisation and committed to fairness, equity, and justice, so that unity and harmony will prevail amongst others and members of this great union at the various levels.”

Gov Bago signs Executive Order on Niger Green Economy

Governor Umaru Bago of Niger State has signed an Executive Order on the Green Economy.

The Executive order which was titled ‘the Niger State Green Economy Initiative Order (No.3), 2023’ provides that the Green Economy Initiative shall be driven by the State Blueprint that details the strategic pillars and outlines the strategic key performance indicators, targets and timelines of the transition into a green economy.

Also enshrined in the Order, Niger State Government shall produce a State-Wide Land Use and Economic Development Plan to guide investment decisions and ensure investments that would stabilise the green transition are properly coordinated and planned.

The Order further directed all the Ministries, Departments and Agencies (MDAs) of the State to adhere strictly to the initiative, adding that appropriate sanction will be carried out on any violator of the Executive Order.

Singing the Executive Order shortly before the commencement of the weekly State Executive Council (SEC) Meeting at the Council Chambers, Government House, Minna, Governor Bago explained that the Executive Order was to ensure the effective implementation of the Green Economy Policy.

Governor Bago appreciated Media Practitioners for the wide coverage given to his administration and encouraged them not to relent.

Recall that the Present administration initiated the Green Economy Policy, and hosted the first summit on initiative with the view to turn around the economy of the State and engender socio-economic development.

According to the Chief Press Secretary to the Governor, Bologi Ibrahim, “With the signing of Executive Order Three, the initiative has come to stay and its implementation is sacrosanct.”
